<h2>Manley for Congress Fellowship Program</h2>The Elijah Manley for Congress Fellowship Program offers young leaders, aspiring organizers, and future change-makers the opportunity to gain hands-on experience with a people-powered, progressive campaign. Fellows will contribute directly to critical campaign functions while developing leadership, professional, and political skills. This program is ideal for students, recent graduates, and anyone passionate about equity, justice, and grassroots democracy.<ul><li>Timeline: There is a fall, spring and summer cohort. Spring Cohort runs from January through May 2026. Summer Cohort runs from late May through August 2026. Fellows have the option to renew for the next semester's cohort.</li><li>Time Commitment: 10–12+ hours per week (flexible, includes evenings/weekends).</li><li>Location: Hybrid, Remote, or In-Person (virtual with optional in-person engagement in Florida's 20th Congressional District).</li><li>Eligibility: Open to students, recent grads, and community members age 14+ (Minor require parental permission).</li><li>Application Deadline: May 31, 2026 (rolling admissions).</li></ul>

Here's how.<h5>Medicare for All</h5>In the wealthiest country in the world, no one should go bankrupt or die because they can’t afford healthcare. Insurance companies and middlemen shouldn’t get to decide who lives or dies. That’s why in Congress, Elijah will cosponsor Medicare for All.<h5>Cancel Medical Debt</h5>You shouldn’t go bankrupt for going to the doctor. In Congress, Elijah Manley will lead the charge on cancelling all medical debt. Additionally, hospitals charge you one price, and insurance companies charge you another. Your hospital bills are often a moving target, which isn’t fair. Elijah Manley supports removing medical debt from credit reports and will work with stakeholders to codify this into law.<h5>Cap Prescription Drug CostS</h5>Elijah Manley supports limiting out-of-pocket prescription drug expenses for families to $2,000 a year. When they don’t, Elijah will support workaround legislation that forces them to.<h5>Importation of Cheaper Prescription Drugs</h5>If we can't break big Pharma's grip domestically, Elijah will support bipartisan federal legislation to allow for the safe importation of lower-cost prescription drugs from countries like Canada. You shouldn't pay 10x more for the same drug.<h5>More Hospitals, More Clinics</h5>District 20 needs more hospitals and more clinics, especially in our low-income and minority communities. Elijah renews his long-held call for federal and state investment in community health clinics, aiming for one healthcare facility in every zip code.<h5>Home Healthcare for Seniors</h5>Our seniors have spent their lives working hard for us, it's time for us to do the same for them. They deserve to live with dignity, not be neglected. Elijah will work to expand home care services and to raise wages and benefits for care workers. Manley will also support a major federal investment in home healthcare, allowing more people to get the education and training they need to get jobs in this field.<h5>Reproductive Healthcare</h5>Elijah Manley supports a woman’s right to make choices regarding her body and her reproductive care. <h5>Expand Union Rights</h5>Every worker deserves to have a union, fair pay, and a voice in the workplace. Elijah will protect the right to organize, oppose union-busting practices, and support legislation that makes it easier to form a strong union. Elijah will cosponsor the PRO ACT in Congress.<h5>End Gig WORKER Exploitation</h5>Gig workers are workers too, and they deserve fair wages, good benefits, and workplace protections. In Congress, Elijah will support guaranteeing a minimum wage, overtime, and the right to organize for a union for all contract and app-based workers.<h5>Workplace Protections</h5>All workers deserve to be safe on the job. Elijah will support the enforcement of tougher labor standards, prosecution of wage theft, the empowerment of federal agencies to combat workplace harassment, and protection for whistleblowers.<h5>Fully Fund OSHA</h5>A stronger OSHA means a safer workplace. In Congress, Elijah will introduce legislation to fully fund OSHA and expand their capacity to inspect more workplaces, hold bad employers accountable, educate workers and employers, and strengthen their alliances. Elijah's legislation will strengthen and increase penalties &amp; fines, and create a Workplace Safety Prosecutor within the U.S. Department of Labor.

<h5>Invest in Public Defenders</h5>“You have a right to an attorney, and if you can’t afford one, one will be appointed to you by the court of law.” That’s your right. However, public defender are overworked, underpaid, and their office are underfunded. While local and state governments have jurisdiction, the federal government can play a role in changing this. We need to<ul><li>Attract more public defenders through higher salaries and benefits</li><li>Allow public defenders to represent individuals in civil cases, such as eviction cases</li><li>Provide more funding and federal grants for public defender's offices</li></ul><h5>More Funding for Courts</h5>Our courts have full dockets. We don’t have enough judges, and their caseloads are full. On the federal level, we need more federal magistrates. More federal funding for the U.S. District Courts can achieve this.<h5>Decriminalize Marijuana</h5>Elijah Manley supports the decriminalization of Marijuana. Drug use is a public health crisis, not a criminal justice issue. All non-violent drug offenders should be pardoned and released from jails.<h5>Bail Reform</h5>Too many people are sitting in our jails simply because they can’t pay their way out. It’s costing taxpayers a killing. Non-violent offenders and those who don’t pose a threat to the public should not be sitting in jail. For violent offenders who pose a threat to the public, their bail should be denied.

Criminal Justice

<h5>LGBTQ+ RIGHTS</h5>As an openly gay man, Elijah Manley is committed to defending the civil rights of all people, including the LGBTQ+ community. Elijah will oppose all federal legislation that targets the transgender community’s ability to live and exist in freedom. He will oppose all anti-LGBTQ+ legislation, including legislation that targets LGBTQ+ healthcare, HIV prevention and treatment, and the right to marry. Elijah believes strongly that gender-affirming care is a right.<h5>RACIAL JUSTICE</h5>For centuries, African-Americans, especially in the South, have had to live in a system of racial apartheid. The Civil Rights Act and the Voting Rights Act addressed some of those challenges, but there is still much more work to do. Combatting racism in the criminal justice system, education system, workplace, economy, and government requires diligent work. This constant attack on DEI by Republicans is an attempt to take us back decades, to a dark chapter in America’s history. Elijah Manley makes the following promises to:<ul><li>Advocate for an end to racist and discriminatory hiring practices</li><li>Support the federal passage of the CROWN ACT</li><li>Support Diversity, Equity, and Inclusion because it isn’t a bad thing</li><li>Invest in District 20’s black businesses, including the small businesses that power our district</li><li>Take on discrimination in law enforcement and police</li><li>Advocate for an end to blanket Qualified Immunity</li><li>Create economic opportunity for District 20’s at-risk youth by fostering mentorship, job creation, and educational opportunity</li></ul><h5>IMMIGRATION</h5>Elijah Manley supports a pathway to citizenship for undocumented immigrants. He opposes the cruel Trump deportation policies that have resulted in family separation and the kidnapping of immigrants by masked ICE agents. Elijah demands the immediate and full reinstatement of Temporary Protected Status for Haitian migrants and Venezuelans. District 20’s immigrant population should know that Elijah Manley has their back.

Civil Rights

South Florida’s infrastructure is falling apart because of decades of neglect, poor local decisions, and a failure to act. To bring our infrastructure into the 21st century, we must do the following.<h5>Fix our Underground Infrastructure</h5>We must fix what Elijah calls our “Underground Infrastructure”, which includes our lines of pipes, sewage systems, and water treatment facilities. Elijah will advocate for federal funding to assist local governments in their efforts to modernize our underground infrastructure. This will help alleviate flooding after extreme weather events and natural disasters. Elijah also supports additional funding and assistance for our water management districts.<h5>Power to the People</h5>The people need power, literally.<ul><li>Advocate for lower utility bills. Elijah opposes rate hikes. We must also make it easier and cheaper for people to choose green energy alternatives, such as solar energy.</li><li>Work to fund the modernization of our power grid by moving powerlines from above ground to underground cables.</li><li>Water bills are too high. Water is a necessity for life. Elijah opposes “shutoffs” as a result of nonpayment.</li></ul><h5>Public Transit</h5>Public transit in South Florida is embarrassingly bad. As the only candidate to take public transportation daily, Elijah supports more funding to increase the number of public buses in operation, increase bus routes, create a cross-county monorail system in Borward County, and support alternative modes of transportation like trolleys. Elijah will seek more funding for para-transit options for seniors and residents with disabilities.Every community is different, which is why Elijah also supports micro-transit options and will support these options by seeking federal funding to ensure their operation and expansion. Elijah also believes that public transportation should be free at the point of service. We already pay for these services through our tax dollars.

The status quo do-nothing era of the Democratic Party must come to an end.<h5>Power to the Polls</h5>Republicans are trying to take away your right to vote through voter suppression tactics. We must pass the John Lewis Voting Rights Act, make Election Day a national holiday, pass same-day voter registration, and protect the right to vote by mail.<h5>Ban Dark Money</h5>Dark money groups, funded by billionaires and corporations exist to buy elections for oligarchs and extremists and elect those who will do their bidding.
